الفضاء الاورو متوسطي أمام تحدي الهجرة:الحوكمة، التحديات، و الافاق
ديباجية المؤتمر
منذ ثمانينات القرن الماضي، وضعت السياسات الاوربية سلسلة من التدابير الحازمة من اجل الحماية من تدفقات الهجرة ،رغم اعتمادها على هذه الاخيرة من الناحية الديمغرافية والاقتصادية ، الا انها لم تتمكن من تغيير اتجاه تدفق الاف المهاجرين الأفارقة القادمين من دول افريقيا جنوب الصحراء او من دول الساحل الافريقي الى المغرب العربي على وجه الخصوص. و بهذا تحول المغرب تدريجيا من منطقة تقليدية للهجرة الى منطقة عبور في اتجاه اوروبا كما تحول الى منطقة لهجرة الاجانب القادمين من جنوب الصحراء الفارين من النزعات العرقية و الحروب الاهلية وحتى الازمات السياسية .نتيجة لهذا أصبح المغرب العربي بطريقة ما موقع لإدارة الهجرة لأوروبا .
سيتم التطرق في هذا المؤتمر الدولي الى قضايا الهجرة داخل منطقة المغرب العربي اولا ،ثم مراجعة قضايا الهجرة داخل منطقة المغرب العربي و اخيرا ادراج قضايا الهجرة تدريجيا في سياسات الاتحاد الاوربي في منطقة البحر الابيض المتوسط من اجل اشراك منطقة المغرب العربي في ادارة تدفقات الهجرة.
محاور المؤتمر:
-المحور الاول: الهجرة في منطقة المغرب العربي :الواقع و سياسات الهجرة
-المحور الثاني: سياسات الهجرة في الاتحاد الاوربي مع شركائها في منطقة البحر الابيض المتوسط.
-المحور الثالث :الاستعانة بمصادر خارجية على حدود اوروبا :اهم التحديات ؟
-المحور الرابع :مائدة مستديرة حول الموضوع او حول الهجرة.
اهداف المؤتمر :
1-يهدف المؤتمر الى فهم و تحليل ظاهرة الهجرة في البحر الابيض المتوسط و محاولة تفسير الاسباب و الاثار و الحلول الممكنة خاصة فيما يتعلق بالهجرة الغير شرعية .
2-تعزيز التعاون الاورو متوسطي و المساهمة في التكوين العلمي للباحثين الشباب و طلبة الدكتوراه و صناع القرار .
3-تمكين من انشاء روابط دائمة بين المشاركين و تسهيل دمج الباحثين الشباب و طلبة الدكتوراه في شبكات البحث القائمة .
4-تعزيز نشوء شبكات علمية جديدة اورو متوسطية تؤدي فيما بعد الى تحقيق تعاون ثنائي و متعدد الاطراف .

L’Espace Euro-Méditerranéen face au défi migratoire : gouvernance, enjeux et perspectives.
Présentation
Depuis les années 1980, les politiques européennes ont mis en œuvre une série de mesures drastiques pour se protéger des migrations, tout en étant dépendantes de celles-ci, tant sur le plan démographique que sur le plan économique, et sans être parvenues à infléchir la tendance des flux. Il en a résulté un afflux important de migrants d’origine subsaharienne dans les pays du Maghreb, notamment. De zone traditionnelle d’émigration, le Maghreb est passé peu à peu à une région de transit en direction de l’Europe, voire d’immigration pour les étrangers subsahariens fuyant des conflits interethniques, les guerres civiles et les crises humanitaires ; et de ce fait, il est devenu, en quelque sorte, un site de gouvernance migratoire de l’Europe.
Dans ce colloque, il s’agira d’abord de passer en revue les questions migratoires au sein du Maghreb ; ensuite d’analyser comment les questions migratoires ont été progressivement incluses dans les politiques méditerranéennes de l’UE afin d’impliquer le Maghreb dans la gestion des flux migratoires.

Objectif du colloque :
Ce colloque vise à:
1. Comprendre et analyser le phénomène migratoire dans le bassin méditerranéen, tenter d’en expliquer les causes, les conséquences et les remèdes, notamment pour les migrations clandestines
2. Favoriser la coopération euro -méditerranéenne et contribuer à la formation scientifique de jeunes chercheurs, doctorants, décideurs politiques, cadres d'entreprises publiques et privées
3. Permettre la création de liens durables entre les participants et faciliter l'insertion des jeunes chercheurs dans les réseaux de recherche existants
4. Favoriser la germination et la croissance de nouveaux réseaux scientifiques euro – méditerranéens aboutissant ultérieurement à des coopérations universitaires bilatérales et multilatérales.
NB : Les communications de qualité feront l’objet d’une publication dans un numéro spécial d’un éditeur de renom.

The Euro-Mediterranean Area facing the migration challenge: governance, challenges and prospects.
Since the 1980s, European policies have implemented a series of drastic measures to protect themselves from migration, while being dependent on them demographically as well as economically, and without having managed to reverse the trend in flows. This has resulted in a significant influx of migrants of sub-Saharan origin into the Maghreb countries, in particular. From a traditional area of emigration, the Maghreb has gradually evolved into a transit region towards Europe, and even an immigration region for sub-Saharan foreigners fleeing inter-ethnic conflicts, civil wars and humanitarian crises; and as a result, it has become, in a way, a site of migration governance for Europe. In this colloquium, it will first review migration issues within the Maghreb; secondly, to analyse how migration issues have been progressively integrated into the EU's Mediterranean policies in order to involve the Maghreb in the management of migration flows.

Objective of the conference:
This colloquium aims to:
1. To understand and analyse the phenomenon of migration in the Mediterranean basin, to try to explain its causes, consequences and remedies, especially for illegal migration
2. Promote Euro-Mediterranean cooperation and contribute to the scientific training of young researchers, PhD students, policy makers, executives of public and private companies
3. To enable the creation of lasting links between participants and to facilitate the integration of young researchers into existing research networks
4. To foster the germination and growth of new Euro-Mediterranean scientific networks, leading subsequently to bilateral and multilateral academic cooperation.
NB: High-quality papers will be published in a special issue of a reputable publisher.
